My issue isnt with this errand. But concerning this issue.... While talking to one or other (Kim or Michael) try choosing the "talk about other sim" option. This opens a window of other sims you can choose to talk about. Pick the one you need, Michael if talking to Kim and vise versa. The to should then get to know each other. Hope this helps you.
What I did in the end was re-doing the whole thing. Getting the roses again and put both sims in a group with mine so they could not wander off somewhere. Then it worked.
Being helpful in your community is good. And if you are in Henford-on-Bagley, even better. Sims that offer a helping hand and are Meddling and Peddling can now see and perform the “Encourage to Flirt with” interaction… encourage away! But don’t forget to tell me all about it!
