I heard this was fixed in a recent release. Is anyone still seeing this issue (without mods/cc)?
Yes i have the same issue lately of curtain not aligning with the window. I attach some images here for your reference.
The only turn around is move/ delete the window, place the curtain first and then lastly place the window.

Which language are you playing the game in? English
How often does the bug occur? All the time
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? All except the kits and home decorator pack.
Steps: How can we find the bug ourselves? Put a curtain on the window. Normally the curtain will align with the window but it wont align now. (after patch i assume)
What happens when the bug occurs? Curtains cannot be places on the window or will move outside of the window.
What do you expect to see? Curtains to align with windows the same way, AS BEFORE.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
