    Styled looks are a little less styled now. Choosing one won’t change a Sim’s hairstyle, eye color, eyebrows, or facial hair

    Fixed in Patch 1.96.365/1.71

I had this same problem, however, in addition to changing the hair style and color, it also removes facial details (such as freckles) and changes the Sim's eye color. It is always the teal outfit, none of the other colors.
