I am also experiencing the same issues mentioned here and can confirm that it is the case with every type of party as I have tested with them all - House Party, Black & White Bash, Incognito Costume Party, Dinner Party etc.
Event goals will not register as completed when several Sims are involved. More particularly, Sims will take an unusually long amount of time to initiate group conversation. For example, the main goal relating to talking about black and white things with guests 10 times - will take several in-game hours to meet the requirements resulting in less or no time to attempt any other event goals. Goals involving more than one Sim such as "Have 3 Sims Drink at the Same Time" will not register as completed at all.
I have only been able to get Bronze for every party I've thrown as a result. Additionally, I've tested using "Party Place" lot trait - which should technically help but did not.
