Fixed an issue in which homework assignment progression was too slow and timers might have been missing in some instances.

Steps: How can we find the bug ourselves? If you enroll a sim in University and try to complete homework for University classes.
What happens when the bug occurs? When my sims tries to complete homework for the University, it will show the sim doing so but the progress bar will not fill up so she cannot complete her homework.
What do you expect to see? I expect to see the sims complete her homework over time and to see the progress bar fill as she does so.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. The 12/12/19/1.59.73 patch.
I have a few sims enrolled in Universities, and before the December patch they were able to do their homework fine. I do use mods, and it worked fine with mods. After the december updates, they no longer are able to complete their homework. I've removed all mods as well and it still does this. I've also sat for hours of ingame time while my sim was 'doing' their homework and the progress bar never filled and they never completed their homework. I've tried this on multiple sims as well. It's also making my sims GPA go down and they're now on academic probation because they can't complete any of their homework. I thought I'd post this here since I haven't seen anyone else having problems with this.
