Fixed an issue in which homework assignment progression was too slow and timers might have been missing in some instances.

What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Have your sim do uni homework.
What happens when the bug occurs? Sim will sit down to do their homework, but the progress bar never moves and they’ll stay doing it for hours with no progress until I tell them to stop, similar to the shower bug.
What do you expect to see? Progress moving normally and homework being completed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. Latest one, 1.59.73.1020. I didn’t notice until now because I did not have a sim in uni when the patch came out.
I’ve removed all mods, repaired the game, made a new save file, had them work on homework in different lots, and even reinstalled the game all together, and it's still happening.
Green bar doesn't move,then it'll suddenly shoot up to 50% then a period of not moving then shoots up to 75% whereas before their was steady progress.......checking progress via the work tab shows the normal 25%-50% etc
