I have the same bug in a different way. My sim married a sim who had completed their 12 credits but had not graduated yet and is perpetually stuck as "Graduated" but can't graduate. If there was a way to force graduation or even remove their progress so far (I don't mind re-taking it) that would help. I've saved more times than backups at this point and can't roll back, and I'm using mods.
UPDATE: after a bunch of looking around, I was able to follow Carls Sims 4 Guide's DU page under "University Cheats (Requires Mod)" and used the All Cheats Mod's University.Graduate cheat and the Graduation Tomorrow notification popped up immediately. At the end of graduation, the sim returned home and the game crashed. I followed @crinrict's instructions here using MCCC (the most up-to-date version!) to delete then re-add their marriage and that seems to have fixed it so far! No more crashes, and my sim has his degree and level 8 career at this point. Bit of a journey but hopefully that helps someone!

I had this bug with my played Sim that never was a NPC when the map for traveling opened exact the time I got the final grades on the last day (6:10 PM or something like that). Afterward I never got the message for the graduation ceremony to be soon or even the invite to attend it what result that I also not got the diploma. Adding the degree via both possible cheat didn't change that I couldn't join for a new degree in the University or that I can join the Jobs at the higher level.
With a new character I found out that the Graduation invite all sims to meet at 10 AM at the entrance of the sportbuilding of the University and start the graduation ceremony at 11 AM the day after your last class day.

Please keep in mind that most NPC sims in University are enrolled in University, but do not go to class, this allows the game to put whatever they want in there. The only person that actually goes to class is your played sims, the NPC are just window dressing, if you move them in before graduating the npc sim will not get the diploma, because they did not complete all the course requirements for that degree. In order to get a NPC sim that graduated your need to wait until after the graduation ceremony is over and for off campus living wait until the college class tab disappears, this indicates you are no longer enrolled in University, find sim and ask sim to move in or get married, University NPC should come with a random degree. For University Dorms wait until the University Kicks you out of the Dorms before you invite said sim to move in or get married. If you do this before game will display a error as you entered dorm with 1 sim and left dorm with 2 sims, since all sims that live in dorms must go through the special enrollment menu.
