Same, besides an OMSP shelf I don't have any mods/cc and my sim is wearing the Moschino stilettos. Talking about a safety concern aye.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? whatever the current version is (it's got the current patch, but I'm not sure where to find that number on the xb1 version...
What expansions, game packs, and stuff packs do you have installed? Everything except vampires, I only have 4 stuff packs (total)- Tiny Living, Toddler Stuff, Fitness Stuff and Cool Kitchen Stuff.
Steps: How can we find the bug ourselves? Use a male sim for the Civil Designer Job
What happens when the bug occurs? My sim decides to release his inner queen and puts on a pair of fabulous stiletto pumps...his are red. He loves those shoes, and he wear them every time he goes to work...although they are hard on his ankles. If there was a nice red civil designer coat he could wear, he would look precious...but, for practicality purposes the shoes have to go!  A true queen never wears heels when walking in the dirt...those are inside shoes.
What do you expect to see? Either a matching outfit, or sneakers to go with his uniform.
Have you installed any customization with the game, e.g. Custom Content? I wish...
Did this issue appear after a specific patch or change you made to your system? Not sure
