What expansions, game packs, and stuff packs do you have installed? I have all game packs, all stuff packs, and all kits except Menswear.
Steps: How can we find the bug ourselves? On a new save, with Neighborhood stories enabled, go to Henford on Bagley and look at the "Learn About Villagers" board. There will be one or two random NPC'S in various roles, but No Mayor and No Grocery Delivery person. Also no Creature Keeper. Sometimes Sara Scott will still own the pub, and sometimes she won't. The Crumplebottoms are completely absent from the world AND households. Meaning that the Garden Shop never opens, even during working hours. The same is true for the Grocery shop. It will not be Kim Goldbloom, but a random NPC. Nor can you visit Micheal Bell, as he is not in the world. The original villagers of the Cottage Living pack are usually entirely missing from the world and households.
What happens when the bug occurs? Random NPC's take over Henford on Bagley's villagers roles, and/or they are missing entirely.
What do you expect to see? All of the Cottage Living: Henford On Bagely's normal Villagers in their normal roles and locations.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. Installed High School Years.
Please look into this bug, as I've started several new saves, and this occurs each time.
