I've also been trying to find out about the new freelance career.I don't know what does support it, but can confirm that Fine Art does *not* support it. It was suggested as an option, but that's not the case.

@kusurusu Thanks for the information. I followed up on this over the last day or so.
I created two sims in a household and cheated to give one of them the Fine Arts degree, then put them both into the Freelance Crafter trade.
The sim with the degree did not receive a signing bonus and there was no appreciable difference between the rate of progress on the performance bar for the two sims, but the sim with the degree does consistently receive a higher payout for each gig.
The sim with the degree didn't receive a bonus payout on increasing rank within the career, but did consistently receive between 150-400 more simoleons per gig.
