Eco Footprints no longer change very quickly from “Green” to “Neutral.” Knox rejoices.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.63.134.1020
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? It seemed to trigger after my toilet spontaneously combusted from not using the compost (not being able to use the compost seems to be a bug in itself, unless I did something incorrectly)
What happens when the bug occurs? After the fire happened the eco footprint bar started to decline towards polluted (I expected this because of fires affecting pollution level). However, Conifer Station was almost at a green eco footprint, full bar, and now it just continuously declines no matter what I have my sim do. Even after cheating to set it to green to see what that would do, it still continuously declines no matter what green efforts my sim takes or are being taken in the world at large.
What do you expect to see? I assumed the bar would go down slightly and then revert back to going up to green based off of my sim's activities in the world (recycling, making appliances energy efficient, etc)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I also have this problem with Port Promise. It’s so close to being fully green but the bar keeps decreasing. However it seems to randomly go back up. Mine started randomly though not after a fire. (I’m also unable to get it to go fully green because of this which seems like a bit of a waste of time.)
No, not quite. The first day I played, I was able to get it from industrial to very very close to green. But as soon as it was super close to green, the bar stopped going up. And then suddenly started to move back to Neutral at an alarming rate (as if I had 100 power generators on) but all appliances are upgraded to be eco friendly, the family create so much power and water from windmills, dew collectors and about 20 solar panels that they get money instead of paying bills. And yet the bar keeps diminishing and then going back up to “almost”. I tried cheating to green but it just diminishes again. I don’t understand what is causing it since it did nothing but go towards green when I first started playing it.
SAME is happening to me. To a T. It’s frustrating!
although I didn't have a fire, my world in port promise will always be either in neutral or half way from green to neutral but it will never change to green. I have used cheats to get it to change to green but then it will dramatically decrease to neutral. it shouldn't be a matter of I don't have enough eco appliances, everything on my lot is eco friendly
This is happening to me too. I used the bbq once and then every time my sim goes somewhere the bar continuously declines until polluted and there is nothing my sim can fo to make it go up again. I cheated my eco-footprint back to green and it just started to go down to polluted again.
