If you're still having trouble with that NAP bug try this:
Upgrade 1 item (like even a cheap TV) with both Energy Efficient and Upgrade it to also use fuel cells. You don't have to fill the fuel cell even or even use the fuel cell, just do that upgrade. That will meet the NAP requirement and you don't even have to upgrade anything else at all no matter how much else you have placed.
I filled a lot with 90+ power hog refrigerators, tons of TVs, lights, stereos (all on), stoves, fountains, sprinklers, computers and other power hog and water using items. I left all of them totally without upgrades. I bought the cheapest TV (the $25 vintage one you can find by bb.showhiddenobjects or find in a dumpster and upgraded that 1 TV with energy efficient and that fuel cell upgrade. It passed the NAP even though my power usage was nearly 3000 a day, and my water usage was over 10,000 a day and nothing else on the lot was upgraded.
The NAPs seem to only look for 1 thing and the requirements are done so badly you can have a great energy and water efficient lot (with water recyclers) even off grid that produces way more than it uses, but if you're missing 1 fuel cell using item then you'll fail. Meanwhile you can have a terrible lot with nothing upgraded using tons of power and water, but if you upgrade one item like a tiny TV with both fuel cells and energy efficient you'll pass.
Green Gardening is like that too. You can pass green gardening without even having a plant. You just need any insect box. It doesn't even have to have insects in it. Just the box. Shrink it, throw it on the roof or in a shrubbery or whatever so you can't even see it, and you'll still pass the "Green Gardening" NAP. An actual garden isn't required. If you have a full great garden you'll fail if you don't have an insect box or bee box
It makes no sense how the requirements are set up for many of the NAPs. Hopefully these problems get fixed because I know NAPs cause a lot of issues for people who are left confused about why they didn't meet the requirements when their lot seems to fit perfectly what the NAP says it requires. The description of what you need to do isn't accurate for some and the requirements honestly make no sense for many of them.
Attached is a screenshot showing how little sense some of the NAP requirements make (no MODs). By the mailbox is 1 $25 TV upgraded to be energy efficient and upgraded to use fuel cells, 1 empty insect box, and 1 shrunk wind turbine on top of the insect box. That passed all 3 NAPs. Inside is a TON of stuff using energy and out front are 100 sprinklers & tons of fountains all on. None of it is upgraded. I put the usage in the image too. I hope this info helps them fix this bug or design problem with NAPs. There are other NAPs like this too I bet, but I haven't tested them all yet.
