[FIXED] [ECO] Neighbourhood Footprint Prioritizes Footprint of Active Lot

Steps: How can we find the bug ourselves? Bulldoze all the lots in a neighbourhood. Choose a household to play on their home lot (with needs disabled for ease) until the eco footprint drifts to neutral (which it should with no buildings in the neighbourhood). Build up the chosen household's lot until it is labelled 'industrial' in the worldview (an easy way to do this is build a room with drywall and not so drab slab, both of which are rated industrial 2). Play the chosen household on their home lot and wait for the eco footprint to drift and then for the drift to end.
What happens when the bug occurs? When the eco footprint stops drifting, the result is that you have an industrial neighbourhood on the basis of one played industrial lot. If you move your sim from the industrial lot in the neighbourhood into a neutral lot in the same neighbourhood and wait in-game for the eco footprint to drift, the neighbourhood footprint drifts back to neutral without any other changes.
What do you expect to see? The neighbourhood eco footprint should be determined by the collective footprint of all the lots in that neighbourhood, not weighted heavily towards the footprint of one played lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I spent Xmas Eve running some tests in Sims, as you do.
I basically found that on the basis of one lot's eco footprint, the eco footprint of the lot's entire neighbourhood can change. This was tested on an unmodded save and only on the basis of wall & floor coverings so that I didn't have to consistently manage fuel input or fireplaces (which wouldn't be counted for an unplayed household anyways).
While other lots do have some influence on the neighbourhood's eco footprint, it is heavily weighted towards the home lot of the active sim. Travelling to another lot in the neighbourhood with the played household does not shift the neighbourhood footprint nearly as significantly as moving the sim into a different lot in the neighbourhood does.
I've only tested with sims living in and moving about one neighbourhood (Grim's Quarry) and not with sims travelling to and from other neighbourhoods.
Edit: There does seem to be an upper limit for how much one lot can contribute to the neighbourhood eco footprint - to test properly, you would need the main lot fully industrial with the other lots leaning industrial but still neutral overall (e.g., covered in not so drab slab). I've tested and replicated the bug for green eco footprints as well in this way, with the neighbourhood eco footprint shifting back and forth between green and neutral depending on what lot my active sim resides in.
@SerenaBeanie I followed your steps and I am unable to replicate this bug.
- Did you clear your cache after removing your mods?
- Were you able to replicate the issue on a brand new save?
I tried in Newcrest and Evergreen Habor. The entire neighborhood did not change based on my lot. I played two Sim weeks.
Newcrest
- I created an industrial lot using on following building materials:
- High Style Concrete
- Drywall
- All items in the house function off the grid. No objects with green or industrial scores were placed in the house
- No appliances.
- I moved the Sim into an empty neutral lot
- The neighborhood remained neutral
- I moved the Sim back into the industrial lot. The neighborhood still remained neutral.
I tried the same process with a green lot. Not difference.
Evergreen Harbor
- I deleted all the lots on Port Harbor
- I moved in a Sim and created a green lot
- I waited until the neighborhood turned neutral and the lot turned green.
- I moved another family into another lot.
- The lot turned neutral. The neighborhood remained neutral
- I moved my first family and then back. The neighborhood remained neutral.
The only issue is the lot footprints on the map show the industrial of the demolished lots until I visit them.
