I have had this issue on several lots though mainly in apartments. I seem to get more "prank calls" in my apartment lots. It is not always Nancy Landgraab who calls me, but whoever calls always asks me if I am prepared for the power shutoff. I have had this problem with 4 lots in the past year. Usually, I just try to avoid answering the phone if it isn't a caller that I recognize and avoid it that way, but it took several occurrences before I noticed that this specific call led to the power being permanently shut off.
Some people indicate that they only have their power shutoff depending on the answer they choose, but I have had it happen with both options. Some people say if they click "Prepared?" that it triggers the power shutoff, but I swear that I once clicked that option and was told that if I wasn't prepared they wouldn't shut off the power yet. This was one of the first times I received the call and before I dealt with the permanent power shut off bug, so I may be misremembering, but I thought I would put that out there as a possibility in case it's not just the clicking of one option that leads to this bug.
Here are some things I have discovered that may or may not be helpful when trying to isolate the cause of this bug:
- If the bug occurs on a non-apartment lot, you can delete the mailbox and replace it, and your power will come back. You cannot delete mailboxes on apartment lots, so right now this bug appears to make apartment lots unplayable after they are affected (unless you really enjoy having all your Sims live in off-the-grid apartments).
- If I move the family from the powerless lot to a new lot, and keep their furniture, none of the lights will work on the new lot, but if I delete those lights and replace them, the new lot has power.
- If I move a new family in to the powerless lot, the power will be on initially, but when that family visits a community lot, they will return to no power.
- If I move a my family out of the lot after it loses power and then move them back in the power will be on initially, but when that family visits a community lot, they will return to no power.
- If I bulldoze the lot and replace it with a lot from the gallery, the lot still has no power.
- When I load the game, the power will be on, but it will go out again if they leave and return to the lot.
- This has nothing to do with whether or not bills are paid/NAPs are in effect.
Like I said in a previous post, the trigger to restore power is when the stressed buff on your sim expires, it has a trigger on it to flip the mailbox back to "power on" mode. But I suspect if you've travelled off the lot with that sim, or they're not present when it expires, or you switched to another household completely, that's when you get permanently stuck - if the sim with the buff wasn't there on the same lot with the mailbox for the trigger to fire when it expires.
If you want to restore power, there's a cheat code that will do it –
loot.apply_to_sim loot_Utilities_PowerShutoff_False
Not sure if you need to have TwistedMexi's All Cheats mod installed to use it though, because it could be one of the cheats that needs that mod to work.

@simvasion I can confirm that the cheat you listed will restore power in an apartment, but you do need to install the All Cheats mod from TwistedMexi to use it. A fix for those willing to use mods in their game. Thanks for sharing that solution. I can now play in some of my favourite apartments again. 🙂
