The last option I can do is to reload a previous game (luckily I create new saves every time I save the game for any reason) and decide to stop answering the phone when some sim I don't know calls (in my case I got the call from Sim Judith Ward, who has nothing to do with the Landgraabs.)
I had a similar problem before so here are some suggestions so you don't need to reload and older game, see if this works.
Steps:
1 - Is this problem sticking just with this specifically family or all others too? If so, try the steps below
2 - Backup your game before doing this
3 - Take your family and have them homeless. Unfavorited them. They will not disappear but will stay in your Non-playbable family's library.
4 - Save and reload
5 - Put them in a totally different lot
6 - See if the bug persists
This solved my problem when Eco came out.
But instead of the eletricity not turning on, it was not turning off. Even deleting all lights from the lot, moving...this cursed just followed my Sims.
So I believe this is somehow linked to an "invisible" trait that your Sim can mistakely earn with NAPs and we don't know about. And once they are not living in a lot, it disappears.
STEP 7: But in one of my games with another family, the problem with power not coming back happened but something unexpected happened...transforming my lot in a Haunted House from Supernatural SP just made the lights come back after the ghosts started messing with the eletricity.
