@crinrict if you click "Of Course!" the power is not shut off, they say it's just a test and they give you a bill discount, which avoids this issue.
If you click "Prepared?" you receive a stressed buff which lasts for 8 hours and tied to that is a power shutoff action. When the buff runs out, it triggers the power to turn on again. I think you have to be actively playing on the lot where the power is cut for it to restore the power. If you have your sim travel away or you switch households and the buff disappears while you aren't there, I think this might be what causes the issue where the power never returns?

This exact issue has happened to me. I’ve added solar panels to my sims house but they still have no power. I’ve tried not paying the bills and travelling to and from the lot and it is still broken.
