    Lots in Evergreen Harbor should now have some proper ground beneath them when accessed through build mode and the world should not look like it's underwater any longer.

    Fixed in Patch 1.84.171/1.52

This exact problem happened to me in the Eco world. I couldn't find much that said what to do but I seen someone say to 1) go into play mode on lot, 2) I went into build mode from play mode 3) I went out into the world overview and went into build mode overall for the lot. I did this for a couple of the lots in the Eco world I believe everything is fine now because the ground is back!!!!👍

I did go back into the game and went straight into build mode and the problem continued so this seems to only help while your playing and even if you "save and exit" you'll still have to repeat this but maybe once will fine.
