[FIXED] Empty lots wont fill

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Make sure 'fill empty lots' is checked; wait sim week; boom
What happens when the bug occurs? Sims won't move in empty houses
What do you expect to see? Full worlds or at least some houses filled
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

  • Update: I looked a little harder for an answer... sounds like this is working as intended, that checkbox does nothing, and EA has no intention to fix either issue. In Sims 3 the neighbor households changed on their own, but Sims 4 expects you to manually create and manage every household. Not the way I want to play!

    MCCC mod seems to be the answer. It fixes so many issues I have with the Sims 4 it's a wonder that EA hasn't bought and incorporated it into the official product.

    For anyone else who finds this and needs help:

    • Enable mods and scripting mods inside the game's gameplay settings
    • Download MCCC <removed mod link, please don't link mods>
    • Unzip files to /Users/[USERNAME]/Documents/EA/Sims 4/Mods/MCCC 
    • Restart the game and verify that a list of mods appears
    • Load your game and MCCC welcome screen should pop up in notifications (I had to restart game again first)

    I believe the mod defaults to automatically start moving in random people, making them marry and have babies, every couple days on a regular schedule. To change its settings, click on a computer inside the game for the MC Command Center option. You can also click a sim to see settings specific to them.

    Steps: How can we find the bug ourselves? Start a fresh game, create one sim, move them in to an apartment with at least one empty neighbor. Wait 1 generation.
    What happens when the bug occurs? Nobody ever moved in to 2 empty lots on my floor. After the residents of the 3rd lot died of old age, nobody ever replaced them. It's a ghost town.
    What do you expect to see? I expected neighbors to move in right away, and for the apartments to stay rented.
    Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

    IRL I live in an apartment - no way neighboring rental units would stay empty for 2 months, let alone 20 years! My area got so lonely - only ghosts of neighbors visit my family now. I don't want to have to create all the people in all the houses and regularly check for families dying... and if they aren't getting married and having kids either that's just sad... I did notice I've never seen a single sub-teen kid in my area (real cities do have SOME babies) and now I wonder if the game's people generation is just buggy in general, not limited to moving people in to empty lots but also to them getting married and having kids.

    Yes the checkbox in the game options is checked. It started that way and I've tried toggling it off then on again. Am I wrong in assuming it will do what it says? If it's broken or won't work in the city... well it would be nice if there was at least a button I could click on the worldview to immediately force the game to generate and move in a family.

    I also have auto aging turned on for both played and unplayed sims, and my Sim count max is 80 and sim count is 10/80.

    Since I don't think EA fixes bugs... can anyone recommend a mod to fix this bug or make placing random families easier?
