I also had this issue. I tried everything possible to avoid using cheats. But in the end erasing and reinstating relationships actually worked.
Anyway to do it without mods?
The first time, I switched to another family for a time then switched back and it progressed. If you turn off aging this might work best for you. On mine, the grandma had already died so I didn't want to finish with that one. So, I deleted that family, then started the challenge again. The second time it all worked perfectly with no switching or anything. I have never used any mods.

I never find the ''Cheat Relationship'' I selected a Sims and shift right on all the other sims, even one not in my Household. I am probably doing something wrong.
Anyway, no cheat required, no mod required, I think the problem is you need to clear ALL sentiments not only the negative one, on my first attempt, I give a lot of gift ( ++ in relationships and the money stay in the household ) but it does create good memory. On my second attempts I have them play cards on the play table until they all friend, then took them 1 by 1 with each other ONLY to apologize, nothing more, I avoided any social between cards game.
So my guess for the bug is the game do not do the difference between negative and positive sentiments, that why group activity work, they do not create intimate memory, 1-1 interaction can create positive sentiment.
