If you don't see the "Cheat Relationship" option, it's because you need to select one sibling as the active Sim, and Shift+ Click on a DIFFERENT sibling to get the "Cheat Relationship" trick.
This is because that particular cheat, only shows up for clicking on a Sim who is NOT the Active Sim, this lets you edit the relationship between them and your active sim.

This is not working for those who aren’t using mods/MC commander. I spent way too much time trying to find that option but it isn’t there. Don’t waste your time on this. The scenario is broken.
