Yeah, This is something I've seen in my own game at the time but I think they have since fixed this

I too have this issue. None of my Sims can flush or clean the toilet, they simply "pretend" to be stuck.

Just noticed that my sims are no longer able to clean filthy toliets. It has happen on 3 different lots with 2 different toliets. Queing a female sim to clean it results in her waving her had and showing the "something in the way" bubble. Queing a male to clean it and he pees, washes his hands and if you que him again he will do the same thing all over again, even though his bladder is empty. Replacing the toliet is the only way to "fix" the issue. No one will clean them.
I have no mods, running a vanilla game. Had not had any issue like this before. Patched to the pool patch.

I've had one toilet that I could no longer clean myself now. They used it instead of cleaning. Also had an inaccessible one. I've moved the one that was inaccessible to a different place, now they are using it again. I've replaced the other one and that now works again too.
