I found that if you are a teen, you do have an option to quit the teen after school activities. Use the Business icon on the phone and choose the quit job option at the bottom of the list. So teens can quit the activity. And they can quit their part time job too. I did not have the situation where my teens had both an afterschool activity and a part time job though. I didn't add a part time job until after quitting the activity. I don't know if you get stuck if a teen has both at the same time.
For children though, there is no quit job option on their phone so they can only change after school activities between scouts and drama club. So, they are stuck in one of those until age up it seems.
