Sims who have chosen to forgo the spotlight will no longer gain unwanted fame.
Fixed in Patch 1.103.250/1.84

It should do neither. I should not get a message saying she gained fame if the fame is turned off. This needs to be fixed. Off means off. It means that the game is not calculating fame for my sim.
Also, the NAP is still broken. I have it turned off and it still just default votes for the first one in the list, but I cannot vote. Off means off.
They gain fame, it's not just the message, I noticed this bug in a gameplay by EA creator PlayLuque and decided to test it on a save without mods and custom content, the sim is gaining fame even though they are out of the spotlight.
Very strange...but it's now happening to my Sim when she uses the equipment at the Science Lab. She cloned a serum and immediately gained 1 Star Celebrity Status. As previously reported it said on the fame panel that she was out of the spotlight, yet she was definitely a 1 Star Celebrity. So again I selected Step into the Spotlight and then immediately left the spotlight. The next day she used the microscope to analyse a plant sample and it happened again. The spotlight seems to love this Sim because she's the same one that gained fame for sending artifacts away for authentication and for donating to a museum. But I don't want her to be a celebrity.
Edit: attached is an image of my Sim, the same Sim who has now inexplicably gained fame from about 4 different things. She now became a one star celebrity after using the Science Lab rocket ship just to Explore Space. She was in mid journey when her work day ended and hadn't landed yet. She arrived on her doorstep famous. Luckily I make all my Sims Cheerful because I can't stand random Sadness Moodlets, otherwise she'd be sad for hours from losing fame.
