[FIXED] Ghosts get stuck when urn is in the basement
Issue
For quite a while now (can't say after which patch), all my ghosts, when they appear, are stuck at the neighbourhood NPC spawn points and show routing failure in their thought bubble. Reset sim fixes it. The ghosts are previous household members that have died on the lot with urns still on the lot.
Steps you took for Issue to occur
Normal play. I don't pay much attention to the ghosts, but only keep them to keep the family tree intact. I normally just notice them, when someone has a whim related to the ghost, which is usually a sign that a ghost has appeared. It took a while before I noticed that I consistently couldn't find the ghosts in the house after appearing. I just happened to notice one at a spawn point once, and since then I have noticed that they are "always" found stuck at a spawn point. The last appearance I noticed that the ghost was stuck on a side walk that I didn't think was a spawn point (Outside Brook Bungalow), so now I am not sure. The problem started without the urns having been moved, and the ghosts get back to the urns just fine. They are all placed in basements, if that matters.

Where does the bug occur ?
It happens in all 4 households in my neighbourhood that have ghosts. They are all in the same save, and I only play one save.

No mods now, no CC ever. I have previously used the "No More Culling" mod by Dark Gaia and the "Always start lots paused" by Scumbumbo

Windows 7 HP 64-bit
- I tested this and my ghost didn't get stucked. He appeared in the basement, went up the stairs and walked around the house as usual. When the time arrived, he went down the stairs and disappeared as he was supposed to.
