[FIXED] [GRO] Toddler 'Learn to Run' Milestone Won't Complete

I had the same issue with movement milestones unlocking at the wrong level having started at movement 2 thanks to getting all the gross motor infant milestones. The problem seems to be that each movement-related milestone is locked until the previous one is completed, and the game only checks for completion when your toddler increases their movement skill to the next level.

In my most recent save I cheated the movement skill down and back up once my toddler reached movement 3 to get the milestones in step with his movement skill progression, and the learn to run milestone then completed correctly when he reached level 4.

To solve the problem, the game ought to do a check for movement milestones when your sim first ages up and award any milestones you've already earned at that point. 

I had this same issue for every gross motor milestone. Like others said, you have to cheat it back down and up to work.

I don't know what LastException is I don't think I got it. 
My toddler has maxed all the skills, and on her Simology Panel "Study Numbers" and Max Movement Skill" are still greyed out. also "First Childhood Friend" but I'm hoping that will unlock when she's older and actually makes some friends. it's difficult, she still has the Cautious trait from when she was an infant, even though it's not on her SImology Panel.
I'm going to try pausing aging, then cheating her skills lower to see if they unlock.

This is an issue on console too, not just a PC problem. Movement maxed out, no Learn to Run milestone - it's still greyed out, despite the toddler being able to run and milestones seem to be learned out of order. As with everyone else, my toddler got every infant milestone except First Trip to Park and First Visit to a Family Member's Home, I only learned of those after I aged the twins up to toddlers, so started with the boost on movement, thinking and imagination (I think those are the 3 boosts).Also, quick question - my toddlers both received Max Communication, Max Imagination and Mastered Potty Training milestones, does that mean there is also a Max Movement milestone? If so, then neither of them have received that either. They've not mastered thinking just yet so I don't know if it too comes with a milestone. 

Im playing 3 différents household with three toddler  stuff at different milestones. One of them asking the toddler to complete the learned letters when she already did, the other one is stuff at learn numbers which she already did too because I don’t even get the option on the flash cards for either of those for the different household. And then I have one toddler suck at the learn how to run , when his he clearly already maxed out the movements skills. And the other one asking me to maxed the potty skills when my toddler already did so.
