    • The player clicks on a cell and chooses the criminal to lock away.
    • And the player clicks on the criminal in order to release them.

    This issue was fixed in Patch 1.40.61

Yeah, I have seen this glitch from time to time. Pretty hilarious to see the police sims stretching weirdly to open cell doors though.
