I had the same problem. I fixed mine by doing reset object (debug)
Testingcheats true method:
- Type testingcheats true and click Enter.
- Press the Shift button and then click on the Sim you want to reset.
- Select the Reset Object (Debug)option.
I did it for every goat and sheep. No problems now.

dunno if okay to reply here, but I suddenly have mini sheep/goat that are not owned by sims, but those sims have NOT moved house and the mini pets haven't been in the inventory or anything. I play rotationally and now suddenly some pets are unowned. Resetting doesn't work, you can't sell them or delete them. They're there, you can't feed, clean, shear, milk them because you don't own them suddenly.
