I finally figured it out. I do not actually own them anymore, which is i guess why i cant care for them. Now just trying to figure out why i do not own them/how this happened. What is even stranger is even though i do not own them when they get upset and want to leave it still alerts me.
My resolution for this same problem: Save ENTIRE lot to gallery/share to gallery, leaving any coops, sheds, etc on the lot. Move entire household to another lot. Enter gameplay at new lot with household. Move entire household back to original lot, enter gameplay with household at original lot. Enter build/buy mode and place lot from gallery using cheats to add enough money to replace the lot if necessary. Assign animals accordingly, call them out and verify you own them.
I like to build a lot before I move my household in, but they already had some farm animals. When moving the household to another lot, somehow they lost ownership of the cow. Tried everything except trying to break it enough to fix it like this. Even when broken, it saved the relationship with the cow. The shed wasn't overlapping with any objects including fences, decor, other buildings, etc. I debug reset all sims and animals on the lot and it still didn't work!
Not sure why this happens with simply moving from one house to another, but i hope this helps someone!

@0Aquadroplet0 hey, I just tried this and the mini sheep I had the issue with ended up in my inventory. Couldn't sell it, and upon placing it in the world, I still couldn't feed it, clean it etc. ☹️ So it didn't work for me somehow..... I wish these bugs would get fixed.
