[FIXED] [HR] Sims get stuck cooking/eating

How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.264.1230
What expansions, game packs, and stuff packs do you have installed? Expansion and game packs: everything except Vampires and Werewolves. Stuff packs: nearly everything.
Steps: How can we find the bug ourselves? Play occurs as usual for a while--inconsistent period of time. Sometimes when cooking the sim will stall with the cutting board in front of them. Sometimes cooking completes, but then sims will get a meal and just sitting in front of it without attempting to eat. Once this occurs, the affected sim will not be able to eat any plate of food or quick meal.
What happens when the bug occurs? Cooking stalls or eating fails.
What do you expect to see? I expect to see Sims able to sit and eat.
Have you installed any customization with the game, e.g. Custom Content or Mods? I use CC and Mods but uninstalled them for the Horse Ranch EP download.

Did this issue appear after a specific patch or change you made to your system? After downloading Horse Ranch EP

I'm also having this issue. It is inconsistent when it may occur. Meals that seem to often fail include the Bison Stew and Three Sisters Chili, and other grilled meals. It can also happen on leftovers taken from the fridge whether they were grilled or not, and turning a meal into a sack lunch and back does not fix the problem.

I'm also having problems with sims completing dish cleanup. Not sure if it is at all related. They will pick up dishes then set them on a surface. If I repeat the command to clean up dishes three or four times, eventually they might succeed in going to a sink and washing them.

Figured this one out--it's the old dirty dish on a shelf glitch, not a new problem. Loaded up the shelf with clutter decor and now all is well!

In the first, the Grove family is at the park Duke's Hall. Juniper competed with Luna and is now cooking. She started cooking Wild Nut Soup (my first time with this recipe) about 2 sim hours before I started the video capture:

I cancelled Juniper's cooking and restarted with same result twice. After cancelling a third time, an NPC sim stepped in and was able to complete the cooking. Two NPCs took a meal and ate successfully, while Umber Grove glitched from stuck to meal complete (hunger filled) and Juniper got stuck. The other family member, child sim Wren, was able to grab a serving and eat.

After returning to home lot, Juniper can successfully get leftovers and eat.
