    Teens who get more than 250 Social Bunny followers should now be able to complete the third level Admired Icon aspiration.

    Fixed in Patch 1.103.250/1.84

I’m having the same issue with Drama Llama! I’ve declared 2 enemies and it won’t complete! 😭

That has to be a rival, not just any sim won't work. When you join an after school activity it should give a rival, but I've only noticed one for cheer and football.
