After shaving to preferred length, arm hair will now update appropriately.
Fixed in Patch 1.114.46/2.12

@GoodNeighbors I just tested this, and it works....are you kidding me...THAT'S its trigger? No one can tell me that this was a good design decision to only have sleep grow any kind of hair, maybe one of the triggers, but the ONLY trigger? SMH, I'm laughing at this, it's so silly.

@feliauzow What mods do you have? Major ones I have are wonderful whims, mccc, and ui cheats.
Did you enable hair growth? Because hair won’t grow if not ticked on in CAS.

it only grows if you sleep
it was a face palm moment for me.....
something to try
cas.fulleditmode put hair options back on exit cas save exit restart
do not re enable fulledit mode after restarting
shave
any time you enter cas with full edit it defaults to curent hair growth state
also MCCC Aging options and game play time changes have bug it out for me..
If you use MCCC set it back to default setings
I use MCCC UI Cheats SN Bank and WW Basemental works fine with those for me
those are the heavy script mods..
any clothing hair makeup should not cause a problem
