I have the same issue with the free will randomly not working for some of my families. Occasionally it will assign an action to one of the sims in the family and then the rest of them just stand around waiting for orders. They do eventually eat or use the bathroom, but I've found that if they're tired and have another need going low (like hunger), then they'll still just stand there until they flop over, like sleep isn't a priority. And the thing is: This affects the whole family, as well as families in some of my other savegames. I'll usually always have 1 sim active doing something (on their own) while they rest are broken and won't do anything unless I give them orders.
Another issue I found with this, which I think is related, is when I click on the need icons in the bar window, for the most part they will still try to fulfil the need. Except it doesn't work for fun anymore. Clicking a red or yellow fun icon does nothing. Basically the same response you get if you have no fun items in the house.
Then if I follow one of my sims to work, they run around and do stuff on their own, like normal. In fact they're so busy coming up with stuff to do that I have trouble making them do what I want them to.
The issue with them being stuck in actions and not doing what they're in the middle of, is a complete different issue and appears to no longer happen.
This is with game version 1.11.64.1020 and all extra content, except for the spooky stuff. No CC, no mods, only original Maxis stuff.
Haven't played for a while, but when I felt like playing the other day, Origin patched the game, and that's when this issue started happening, so it's definitely an issue with one of the last patches.
I merged this with this thread. Could you check if you still have the issue after today's patch ?
