I will not be responding to this thread on a regular basis. as I have all the tips I have compiled on this first post. Please do provide as much info as you can though
Issue
The game is freezing frequently. While the Sim is frozen, time goes on until it unfreezes and then resets itself to before the freezing occurred. It's most visible if you speed up your time
While speeding up the game, the game freezes. On going back to normal, the time goes back to before speeding up
Steps to reproduce the issue
This issue is very hard to reproduce if you're not affected by it. If you are, you'll see it constantly. Even save games that have the issue, may not have it on a different computer.
Info about the issue
It's not caused by Mods or Downloads although it might have something to do with certain houses
It occurs on many systems from lower specs to higher specs but High-End computer with really good specs are more often affected then lower or middle-class ones.
Most of the time, it will be fine if you start a fresh game or move your Sims to a new save game. After a while you will get it back though
The file size of your save game is not important
It's probably not just one cause that is responsible for this. It could be similar to the broken Alarm issue in Sims 3.
Things you can try
Start a new game (completely shut down the game, then restart it and start a new save game)
Move your Sims to a new game
Empty out your Sims inventories (all households you have ever played)
If you over-clocked your computer, check how it goes if you revert that.
Once the freezing occurs, try saving your game (save as), go to your options and back or press M or to go to the world map and back
Lower Graphics settings
Go to the Audio settings and remove the check next to Enable Mood Sting
Information Needed
If you have this issue, it would be great if you could provide the following information:
Basic Information about your computer (CPU, Operating System, Amount of RAM, Graphics Card, Hard Drive Space). This is not to blame your computer for the issue but to see what kinds of systems this issue is occurring on)
How big is your save game ?
Does the issue also occur on a new save for testing purposes

I find that the clock in my game tends to jump around a fair bit. Often, for example, when my sim goes to bed, the clock will read 7:30 am, after my sim is meant to leave for work, but then I will put it on regular speed and the clock will skip back to 4:30 am. This issue also affects event timers, so I never know how much time left I have in my work days in Get to Work. It even has problems with the mood/health bars. They will sometimes jump back while my sim is doing an interaction that raises them if I have the speed set to the top setting.
The clock also sometimes doesn't show the accurate numbers during superspeed; it won't show the animation for the extra fast clock, but instead will change the numbers at normal speed. When I turn off superspeed, the time will skip to the correct time. I do use mods in my game, but I have the same issues when they're turned off.
I've encountered this while testing failure conditions. With or without mods, the clock will jump backward up to 30 sim minutes and sim motives will randomly jump back to an earlier state while switching between members of the household. This is most noticeable at triple speed with a full household.
I believe that the problem of motive values changing may be a separate problem with the UI rather than the clock since I've noticed that the value changes don't always correspond to the sim's earlier state and it seems to occur while switching between sims. In some cases all bars may appear full then upon switching back they'll be at their correct levels, or one need may be full after switching from a sim who's need is full then after a subsequent switch back to that sim the bars will be at the correct levels.
I see there are many issues with this. I have tried many of the suggestions and can not find a solution. This issue is not my computer, I run a few other games that take more then this with no issues.
Everything is up to date, I have cleared my caches ( unless Ive missed something) Here is my DxDiag just fyi.

The lag doesn't happen on all the played families. Sometimes they just stand there while time moves, then time jumps back and they move again. SOmetimes it wont speed up right away. It seems to happen on "long time played "families.
Where do you encounter lags ?--------One particular family. Haven't tried my other game files.
Could you maybe post a video of what your seeing ?
Do they occur on all game speeds ? Mainly speed 1
Is it just slow or more of a freeze and then jump forward in time ? Freeze then jump forward or backwards

So I've had this issue for a while, and I've never found a way to fix it Dx My game seems to freeze kindof, but only when in 3x speed. The clock will keep going, and the time of day outside will change, any particle effects will still play, pools will still have waves, reading sims will keep turning pages, however my sims will "freeze" entirely, and when they unfreeze the clock will snap back to the time it was when the sims got stuck. I do use MC COMMAND CENTRE (both normal and NSFW), and I have a decent amount of CC, but I was having this issue back when I wasn't even using CC. My computer is also definitely over-specced to play Sims 4. I don't know what's causing this, but it's getting annoying to the point where my games are unplayable. (also, it happens in EVERY SINGLE SAVE, not just one particular one)
