Googling brought me to this thread; might be a related issue.
Today when I entered my game, I noticed that one of my longtime residential lots had an exclamation mark in a green triangle over it instead of the usual plumbob marking a played household. Mouseover brought a tooltip identifying the lot as an incomplete museum. IIRC I once, in 2014-2015, had a wedding/museum community building there, but I've been playing it as a residential lot for years, & it's always had the usual plumbob over it. Entering the lot via buildmode (using the lower r-side button on worldview), the lot type showed as Residential but it was greyed out & a tooltip said I couldn't change the lot-type as the lot was owned. (I was figuring I'd try changing it to something else--generic?--and then changing it back again.) Entering via first Livemode and then switching to build had the same result; lot-type was greyed out. Going back to Livemode and letting the game run a moment, & then returning to build/buy, the lot type was no longer greyed out, yay! (Yeah no, keep reading.) I exited via 'escape/manage worlds' as this is not the household I want to play atm. Unfortunately, in worldview the house again showed the exclamation mark. Re-entering via livemode & switching to build, the lot type & traits are again locked.
I'm beginning to forget everything I've tried, as I try something and when it fails I exit the game, delete my caches/empty the trash, then try again. I did try the 'freebuild' cheat at one point, but it didn't open the lot ('lot type can't be changed while lot is owned' is the exact quote.)
I have everything except Island Living (thanks, 50%-off sales! :D) I do now play with mods, but I took 'em all out & it's definitely still there. Not sure whether it's safe to treat it as a visual glitch, ignore it, and go on playing my other household. Would like to play t'other household today. Anybody got any advice on that? (If I do play, I'll start another set of saves...) Thx in advance for any assistance!
7/6/2019 edited to add: if it wasn't clear, the previous building on this lot was a community lot, & the house that's on it now is a residential house I built elsewhere and downloaded from my library--all years ago.
7/6/2019, later: trying various workarounds, none worked yet. Rather than clutter this with my notes, here's the TS4 forum thread where I'm now annotating my attempts.
None of the attempts worked. 'Selling the business,' bulldozing, moving the family, bulldozing, d/l-ing the (saved as residential) lot from my library & moving the family back in-- every variation I attempted still ended with a greyed out lot type after I moved the family back in. Traveling to another lot in the neighborhood & travelling back didn't change it; lot type still greyed out.
- crinrict7 years agoHero+@Tiarella4 I moved your post over to a more accurate thread of what you're seeing. It might be related to the other but the new instance does seem a bit different.
The workaround I posted in the solution post seemed to work for most people but I understand you have already tried that.

I started a new game, accepted a random sim, put her in Hallow Slough (Willow Creek), stuck testingcheats on so she could afford the house, & d/l the affected house from my library. It is labeled residential. However, when I went to build mode...the lot type is greyed out. That house/lot may simply be permanently bugged now.
I do have the original, unmodified house in my gallery, so I can try d/l the original house & remodifying it to suit, or change my plans and move the family to another lot permanently. I was hoping to play the same home for generations, but oh well.j
eta: exited the game w/o saving, cleared my caches/trash. Started new game, new random sim. Put this sim in a different lot, went to manage worlds, d/l'd the affected house from my library into the Hallow Slough lot. Entered via build button on worldview...& the lot type is not greyed out; it's just fine. I went back to worldview (F1), popped briefly into Oasis Springs, returned to Willow Creek, re-entered Hallow Slough (clicking on it I think) & it's still fine. Will try putting the random sim in that household (will have to cheat though; will use the 'freerealestate on' one this time) & post result.
Result: exited the lot via F1, used testing cheat above, used 'move' button on worldview, and moved sim into affected house/lot. Plumbob over house; popped into Oasis Springs & back; still a plumbob over house, not a notice of 'museum.' Entered house by clicking on it, went from live mode to build, and the lot type is again greyed out. Will try letting the game run a few minutes.
Ran game on speed 3 from 8am simtime to 5pm when welcome wagon finally left. Testingcheats is off, btw--& going to buildmode the lot type is still greyed out w/the same 'can't change lot 'cuz it's owned' tooltip. Exiting via manage worlds, there's a plumbob over the house, not the exclamation mark. I'll save this one for later experimentation as I have other things I have to do now. Hope some of this helps.

Ahhh, it occurs to me (belatedly) that I have a number of pre-patch saves, if you want 'em for comparison purposes, Crinrict. (Didn't @ you because I figure you get enough of those every day!) I have pre-patch saves going back to 03/09/2018; the most recent being 06/19/2019, & the set before that being 04/17/2019.
In case it's relevant, I started this particular set of save-games in 2015. I'm a rotational player, & in addition to playing all of 'my' households, I have temporarily played/changed almost every in-world (housed) NPC household, & afterwards marked them as unplayed. From what I've seen in the comments here, it may be that those of us with persistent bugged-lot-types have old save-games and a large rotation.
