[FIXED] Off the grid lot challenge keeps lot from loading/ Error 109:f967dc7f

Steps: How can we find the bug ourselves? Be on a community lot with your household, and try to travel home (2 Olde Mill Lane)
What happens when the bug occurs? The lot loads, but my sims do not appear. They show as away, with no way to bring them to the current lot. No other sims appear in the neighborhood after waiting for some time.
What do you expect to see? My sims are able to return to their home lot, with walkby sims appearing in the neighborhood.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

My sims cannot travel home  to their home lot on 2 Olde Mill Lane. An exception occurs when trying to load the lot, and the sims never appear (and no sims ever do). I've done some in-depth troubleshooting, and the only way to resolve this seems to be to bulldoze the entire house (something I would prefer to avoid). I did an in-depth investigation and found the following:

• Traveling to other lots in the same neighborhood works fine
• Traveling home works for other households in the same neighborhood
• Traveling to this lot with other households does not load properly
• Deleting the entire household inventory does not allow the lot to load properly
• Bulldozing the entire lot allows the lot to load properly
• Bulldozing terrain alone does not allow the lot to load
• Bulldozing everything but the terrain allows the lot to load properly
• Deleting all floors of the house manually does not allow the lot to load properly
• Deleting all non-landscaping and non-build items  (fences) outside does not allow the lot to load properly
• Deleting all landscaping and build items does not allow the lot to load
• Deleting sim-created paintings and photos does not allow the lot to load
• Saving to gallery and re-placing the lot does not allow the lot to load
• Loading a save where the sims are already home loads forever, with repeating LEs
• A game repair does not resolve the issue

I can provide saves on request. Per someone else this has been caused by custom food, but I do not use any CC food or and CC build/buy.
