We have fixed an issue where Sims could not use stairs when Simmers deleted the floor of a fence block that was built around the stairs in the upper landing. It sounds like a mouthful, doesn’t it?
Fixed in Patch 1.76.81/ 1.4.

The exact same thing is happening to me, building a cabin with a half open upstairs and only when I rebuild the rest of the floor would she use the stairs. She uses the stairs outside to get up the foundation so it's weird. Also I have stair leading to a platformed conversation pit outside and its two levels down and she doesnt use those stairs either she just keeps walking into the wall and like jumping up (like when you're trying to place plants too close to the foundation and they jump up) but that shouldn't be possible because its 2 levels down not 1.
