I have the same issue and its driving me absolutely bonkers. i have been yelling at my screen to For the love of god LET THE KID SLEEP/EAT or PUT HIM IN THE DAMN BATH ALREADY and it just keeps cancelling the actions because another parent wants to check up on the infant or the infant itself is getting fussy because of low needs. Its a wonder that in game CPS hasnt taken the kid already with how often i cant even get a sim to feed him.

This drove me to distraction this week when attempting infants again. (On Xbox Series X with all content and unfortunately not possible to share saves).
It's mostly when she was napping on her Play Mat on an afternoon. Her dad hovers over her and won't stop going to pick her up. Sometimes he picks her up autonomously when she's asleep and puts her in her crib, changing her into PJs and then standing over her with interactions autonomously appearing in the queue.
I've started queuing interactions with the dogs to give her some peace. That seems to help.
But it's worst when both parents are home (the Nanny did nothing so both parents are taking alternate days off to care for her) they both arrive at her crib together and morph into one parental blob with 4 arms over her crib. Her dad was leaving for work one morning and I'd already clicked to send him to the police station, but he arrived at her crib again at the same time as her mother. I've started sending one of them out on a dog walk or a bike ride to get them out of the house in an action they can't easily drop without climbing off the bike or putting down the leash.
I'm noticing that the action to pick her up or check her instantly appears in the queue for example when I bath her I queue put to bed straight away, but autonomous actions spam the queue after them and once she's in her crib I try to cancel them to stop her parents picking her up again but they won't cancel. So I started putting the parents to bed immediately. The interaction to pick her up or check infant will remain in the queue but with a cross through them.
I queue showers and breakfast for parents when they wake up but the actions will often cancel and I'll find a parent hovering at her crib, unshowered and complaining they are starving...full disclosure I may have then refused to feed them as punishment for their disobedience after that.
Taking another break from infants now and back to the comfort of kid free build mode.
