    Raising terrain and then undoing that height adjustment or placing a platform no longer prevents objects from being placed in that area.

    Fixed in Patch 1.99.264/1.78

@heatherxirene this also happened to me, i tried changing the platform height, moving the lot, restarting my game, taking out mods and even bulldozing it but i still can’t place the stairs
