    Raising terrain and then undoing that height adjustment or placing a platform no longer prevents objects from being placed in that area.

    Fixed in Patch 1.99.264/1.78

Okay !! Omg!!  I found the answer. I just put down another platform on top of the platform, lowered it to be even with the OG plat, then placed the steps. Worked! Mwuuaaahhh xo
