I'm having this issue as well. When I went to have my spellcaster learn spells from tomes (so I don't have to take a long time to have him discover them by practicing magic), I didn't seen any options to read. There was only "put away" and "put in inventory". So, in order for him to learn spells, I have to do the very thing I was hoping to avoid, spend a lot of time practicing magic and alchemy to unlock all spells and potions. I can kinda speed up the process by asking the sages to teach my sim spells/potions, but even then there is a cool down for when I can learn another one. I really hope this gets fix. I realize that occults kinda get put on the backburner for fixes since not everyone plays them, but this will get tiring very quickly if I can't have my spellcasters read tomes.
