We released a PC/Mac patch today (version 1.59.73) that may have fixed this issue. If this issue is still occurring for you on PC/Mac after updating your game, let us know.
Glad I'm no longer the only one that noticed this black scarf texture on adult/teen male scout uniforms. Idk when it likely happened, but I've had this since at least the same time as the graphical issue on the uniforms:
All these images were taken before even the first November patch; I was hoping that fixing the texture glitches from the prepatch would fix this too, but alas...
And to make it even more clear that the scarves are not meant to be this black texture, here's what all the scout uniforms are supposed to look like, taken from Carl's Guide on Scouts:
