[FIXED] [S] [W] Trees / plants don't change color in Fall

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.89.214.1030
What expansions, game packs, and stuff packs do you have installed? All except Bust the Dust kit.
Steps: How can we find the bug ourselves? Have a sim live in or travel to Moonwood Mill during the Fall.
What happens when the bug occurs? During the Fall season, trees and plants do not change colors. This affects the trees on the lot and in the world. I'm not seeing leaves on the ground either. However, I did see at least one leaf pile.
What do you expect to see? Trees and plants should be changing colors during the Fall season in Moonwood Mill.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. This is specific to the new world that came with Werewolves.

These are the steps I've taken since I noticed the issue. 

 - Game repair

 - Removed mods / deleted localthumbcache

 - Had sims travel to different lots/worlds

 - Moved TS4 folder to desktop and opened a new game with a clean folder.

I'm happy to share my clean folder game save, if that helps.

Here are a couple images that show the difference between Fall in Moonwood Mill and in Willow Creek in the same game with the clean TS4 folder.

Moonwood Mill - No color on the trees and no leaves visible on the sidewalk.

Willow Creek - color on the trees and leaves visible on the sidewalk.
