There is a workaround for those who cannot or do not want to use mods...
As the bug only effects feminine framed sims and not masculine framed sims, you will temporarily give your female sim a masculine frame and once you've selected the nails you want, you will change them back to how they were (if you want).
Steps:
1. Open sim you wish to give one of the missing nails.
2. Go to the little plumb-bob in the LEFT corner and click it.
3. Then go to where you edit your sim's physical frame and change their frame to Masculine.
4. Do not simply click on the male icon as this will not work! The reason for this is as soon as you turn your sim back to a female, their nails will revert to something else or disappear!
5.Then go to where you would normally change your sim's nails and give them the ones you want (for this example I chose the Spa Day coffin nails).
6.Now that you've selected the nails you want, you will once again go the left corner Plumbbob and change the sim's physical frame to female.
7. And you're done!
Warnings!
The nails are only available for Masculine framed sims but simply changing a female sim to a male (pressing on the male icon) will not work as the nails will disappear or change to something else entirely. Therefore you need to follow the above instructions if you want a feminine framed sim to have the nails.
