Based on my understanding, there are two requirements: max relationship and have sim (not sure which one) receive RepeatCustomer relbit. First part is a non-issue, but how you you get that bit? All I found in the game files were some actions where sim has to be an npc with this aspiration as well as the following lines found in RelationshipTrack_Wellness_RepeatCustomer:

@kusurusuthe way the wellness objects work seems to be a weird mix of loot actions that the customer initiates and then the effects get applied to the spa worker, or the other way around. So I wouldn't get too hung up on trying to figure that out.
I still think this particular issue is that the objective doesn't specify a particular relationship track that the objective should be checking - which I think is the repeat customer wellness track that matches. In the loots for wellness actions, it sets the repeat customer relbit but then also gives a small +10 increase to the relationship track, which maxes at 100, so that makes sense when you see that the goal is to have a regular customer with 10 interactions - because 10x10 = 100.
The TDESC for objective says that if no relationship track is specified for the relationship score interval, then it will use the global default, which I have no idea what that is,but I don't think it works for completing the goal.- kusurusu4 years agoSeasoned Ace
@simvasionglobal default (REL_INSPECTOR_TRACK) is currently set as LTR_Friendship_Main (in relationships.global_relationship_tuning xml)
p.s. Cindy (pleasantsims) claims in her blog that this task is doable
