    Sims will be more discerning over who they decide is worth mourning when an NPC Sim passes away.
    Fixed in Patch 1.47.49

I'm having this issue as well- It honestly makes the game unplayable. I've had to change the settings so NPC's don't age, but that just makes the town so stagnant. I have no mods or CC and only 2 expansions- Pets and Get to Work.
