This has been fixed but seems to be back for some.
This is working as intended if
- The tragic clown only appears when summoned with the picture
- You have 1 NPC with clown hair on your retail lots. This is the tragic clown off-duty.
If you have more than one tragic clown on your lot or random townies in your town that are not the sad clown, then it's bugged again.
Can you confirm for me which version you are seeing ?

I didnt played the last patch so I didnt really knew about the tragic clow until earlier today. But I found that both Sims are indeed Tragic Clown off-duty. BUT... I have 2 of them (one male and another female) in my retail lot.
The picture is in spanish, but both are very sad and works as Tragic clow.
Is there any way to disable those clowns without mods?

No, there isn't.
Two is borderline I think. They said there should be only one but I had two Jasmines at one point too so this might be ok.
If you have more than two, that's not good.

I have the same issue and it's super annoying! I actually put a couple of closets in one of the restaurants and when one of the of-duty clowns turned up tried to fix it. But all her hair was different for each clothing category, and none were clown style. Even so I changed her hair & clothing for the formal category and when she came out of the closet her hair was still clown style.
I didn't think I had any screenshots, but then I found this (she's outside the window).
I think I am going to delete her and see how that works. It's just such an ugly mess when everything and every Sim around is so bright and cheerful.

Now that I have dine out, I'm seeing the clown hair everywhere. When I go to edit the sim, it isn't in CAS. My restaurant has had up to 8 people with clown hair – they always outnumber the ones without.

I'm having a problem too. If I go to edit the sims with the clown hair, their 'normal' hair is in CAS. Even if I save the changes and exit, they still have the stupid clown hair. Looking at the list of sims to add to a club there are two in actual clown makeup on the list and at least two with just the hair attached to them. Not sure what's going on but the hair shouldn't be attached to these sims, especially sims I've edited personally and KNOW what hair they had on them (and, again, the proper hair shows in CAS but won't 'stick' on saving and exiting CAS, they will still have the clown hair).
This is a new save since installing Dine Out. I didn't play with the previous patch where the tragic clown was introduced.
