[FIXED] Sims are still being generated with Tragic Clown hair

I started a new game yesterday with the "Update: 06/02/2016 – PC Version 1.19.28.1010" and I found that several clients in my retail lot have the Tragic Clown hair and are really sad. Some people ...

    This has been fixed (again) in Patch 1.19.31

    Existing clowns will not be deleted.

    Check on their names and delete them through your household manager.

Now with the new update and downloading Dining Out. The people keep showing up looking like the Tragic Clown only the hair that is. What's up with this?

Can you give a patch to stop this. Only happens when I buy a restaurant. Not good at all. HELP Please. Thanks.
