I have the same problem and this is absolutely game breaking and needs a hotfix. Houses with multiple floors are unplayable.
I did some testings as well and yes, it looks like a stair problem combined with the camera controls. What i found out so far:
-- Sims only use stairs when your camera is either on them directly or on the same floor. This is the case for your own Sims as well as visitors / NPCs
-- If you have a 3-floor house and your camera is at the 1st floor, then Sims in the 2nd & 3rd floor will not use any stairs. It doesn't even matter if you give them orders or things to do, that seems not to be the issue, it's that they just can't use stairs
-- Doesn't matter if the stairs connect to a different floor or just to a low platform, it's ALL stairs & platforms (also low platforms that usually don't need a stair to walk across)
-- If your camera is not on the Sim or the same floor, Sims will just stand there in front of the stairs and don't move until you check on them / switch floors with the camera (you can see this if you Pause the game before switching floors with your camera)
-- Sometimes, if Sims have been stuck for a while (~2 minutes) they just teleport to where they wanted to go
-- It's possible that getting in & out of a pool has the same problem but i'm not sure about this, needs more testing. Might just be the pool ladder since it's technically a "stair"?
-- Deleting & rebuilding stairs doesn't help
-- In the patch notes it says something about a fix for stairs & platforms in basements, maybe something went wrong there.
I usually play my Sim in a big house and invite lots of people for houseparties etc. I know where the Sims / Visitors usually go and they use lots of objects on different floors but since the Patch the Sims won't do any of that and are pretty much non-existent, UNLESS you watch them with your camera.
