Steps: How can we find the bug ourselves? Select a sim and have them go to do a task upstairs or downstairs without following them. The sim will get stuck at the base of the stairs and not carry out the task unless you go to where the sim is (up or downstairs). If you have a task for your sim to do and it's on a different floor, they will go to the floor and not carry it out until you go where they are.
What happens when the bug occurs? The sim will not carry out a task upstairs or downstairs unless you go to where they are. They will miss school, work, etc. if they get stuck. When you wait enough time and then go to where the sim is, the sim will be at the base of the stairs ready to walk down or up and will then carry out the task. Sometimes, the sim will make it down or upstairs without having to do anything but then they are buggy. Like they teleport to where they are supposed to be and are missing the bottom of their legs for a few seconds.
What do you expect to see? I expect my sim to carry out a task after going up or down the stairs without me having to make sure I go to the floor they have moved to.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Please describe the patch or change you made. The latest patch. I believe it was right after or before cottage living came out. It was not present before I got cottage living.
An example: My sim is upstairs in his/her bedroom. I go downstairs and task him/her with making breakfast and then I don't go upstairs. I wait enough time so that my sim should be downstairs cooking. I go upstairs and magically, he/she is at the threshold of the stairs ready to walk down. They now carry out the task with no issues.
