What expansions, game packs, and stuff packs do you have installed? All of them except: "The Sims 4 Star Wars: Journey to Batuu".
Steps: How can we find the bug ourselves? Get multiple sims in a house with 2 or 3 levels. Go upstairs with a sim with your camera fixed/following them, then tell that sim to go back downstairs to do something, but remove your camera from them and focuss downstairs. Make sure the sim is not anywhere within your camera or field of vision, so you can't see them at all. Then wait. The sim will never decend down the stairs. Time will pass and they won't come down and the longer it takes, they eventually resort to just teleporting directly downstairs because you were unable to observe them go down the stairs. And when they teleport down they have a dark shadow cast over them from the previous room. Then when they start walking around they light up again. Or their feet get stuck inside the ground, like they've sunken a few inches into the floor before they start walking again. If you were looking at them the whole time however, they will walk down the stairs normally.
What happens when the bug occurs? Sims never descend down the stairs, and will eventually just teleport down to the level you want them at after several sim hours/real life minutes have passed.
What do you expect to see? I expect sims to actually be able to walk down the stairs normally by themselves, without me having to constantly have my camera focused on every sim when playing in a house with stairs, in order to avoid random teleportations across my screen.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
